One of the most important aspects for a government to keep its high efficiency is how to appoint government officials and how to make officials work hard. The imperial examination system, which had been used for about 1300 years, was the best system of selecting and using officials in the world. It enrolled officials by 搕est? In modern times, this way was made use of by British and America. After the imperial examination system was been abrogated, every government had explored how to select officials. Now our nation is carrying out a personnel reform and pursuing a civil servant examination system. This is a new task for us. The research purpose of this article is that we can get some enlightenment from history.After President Sun Zhongshang had investigated personnel systems of China and other countries, he advanced that we should found 揺xamination fight? That is to say, we should use the name of ancient examination and reasonable part of official examination system of Europe and America to establish new system of selecting officials. But President Sun hadn抰 have chance to practise his theory of 揺xamination right? After Kuomintang decided on Nanjing as the capital, it practised 揺xamination right?for various political purposes. This practice was the biggest attempt in personnel reform before liberation. The first high civil servant examination was the most important. It took place in 1931 in Nanjing. They set up the academy of examination and drew up laws for the examination. There were 2177 persons who took part in five kinds of examination. At last,one hundred persons were enrolled. The rate of enrollment was very low. There was great diversity in where they came form. The ratio between man and woman was unreasonable.The purpose of enrollment is to appoint them. But because of its class nature, Kuomintang had no sincerity to practise Mr. Sun?theory. Most enrolled examinees hadn抰 been appointed really. Some even committed suicide. Because of Kuomintang抯 factious politics, this practice of personal reform didn抰 achieve any good results.
