To research them not onlymean great theoretical significance but also mean great practical importance to our legal andrule-by-law construction. The article combines Deng Xiaoping's ideology of legality with therule-by-law strategy. It is divided into five parts.Part one The developing process of Deng Xiaoping's ideology of legality. From thevery beginning of to maturity, it undertook four stages: sprout period from Anti-Japanese War,Chinese Liberation War to the foundation of the Peoples Republic of China(PRC); partlyformation period from foundation of PRC to the Great Cultural Revolution(GCR); completeformation from GCR to 3rd plenary session of 11th Committee of Chinese Communist Part:from then on, it is getting maturity.Part Two The main contents, feature and significance of Deng Xiaoping's ideologyof legality. The basic contents: 1. Legal construction guarantees socialist democraticconstruction. 2. Socialist legal construction must serve for economic construction andreforming-opening policy. 3. Socialist legal construction must insist on the 16-Word Principle.34.Socialist legal construction must attach great importance to legal propaganda and education.The feature and significance: 1. Deng Xiaoping's ideology of legality unifies inheritanceand innovation, and impetus the important shift of Chinese history. 2. Deng Xiaoping'sideology of legality have a foothold of our overall construction, and becomes the guide ofChinese legality construction. 3 Deng Xiaoping's ideology of legality is both open to theworld and around our national condition. It speeds up the process of Chinese legalconstruction.Part Three Guided by Deng Xiaoping's ideology of legality , to follow the trend oftimes, and eventually, the rule-by-law strategy is put forward. This part recalls the trend oflegal history, and indicates that socialist modernization needs legality, and also states theformation process rule-by-law strategy.Part Four The basic contents, features and significance of the rule-by-law strategy.The basic contents: 1. Massive people are the subject of the strategy. 2.The national affairs,economy, education and social matters are all the objects of the strategy. 3 .The strategy holdout that all national affairs have to be solved by law. Administration-by-law is key issue to therule-by-law strategy. 4.The rule-by-law is on the light of Constitution and other laws. 5. Theleading of Communist Party of China is the guarantee of the strategy.
