Establish And Improve The Rural Health Protection System

Rural medical service and caring about farmers' health have been always paid great attention by our communist party and Chinese government. Some policies concerning rural medical service and collective medical system have been made accordingly. To assure farmers' health does mean both the protection of the most creative part in production and the assurance of stable development of agricultural economy. To establish and perfect health assurance system in wide rural area can make it possible for farmers to enjoy fundamental medical service and improve their health condition. The poverty and return to poverty due to disease can be alleviated. It will also take full advantage of medical resources and promote the development of rural economy. Therefore, it is of great practical significance to establish and perfect health assurance system.So far in our country studies on medical assurance mainly center on issues of medical assurance for urban and township employees. Whilst the health assurance for the rural population that constitutes four fifths of the gross population of our country has been paid little attention. This thesis focuses on analyzing the necessity and feasibility of establishing and perfecting health assurance system. My objective is to arouse the public recognition of its importance and seek for the appropriate mode of rural medical service that suits for the reality of our rural areas.This paper proceeds as follows: Firstly, after brief introduction of present situations of and prevailing problems with rural health assurance the necessity and significance of establishing and perfecting health assurance system is analyzed from various aspects such as rural economic development, the changes in social structure and improvement of population quality etc; Secondly, its feasibility is justified from the angels of policy guidelines, the affordability and willingness of financing party, organization feasibility etc; Lastly through the comparison of various forms of rural health assurance in our country, some suggestions on establishing and perfecting Chinese rural multi-layer health assurance system are brought forward and the policy selection basis, concrete schemes, and possible shortcomings are discussed in details.This dissertation is structured in three chapters that deal with verification of necessity, verification of feasibility and the comparison and selection of our rural health assurance system respectively in each. In Chapter One a comparison is made between rural economic level and the present rural health assurance system and it concludes that our rural health assurance development lags far behind rural economic development. If the rural health assurance system, acting as one of the stabilizers of rural society, cannot keep the pace with rural economic development, it will definitely influence both the stability of rural society and the rural economic development and even that of whole country. No matter the substitution of professional relationship for kinship or the acceleration of population flux or stratification or division in rural areas, all of these demand the establishment and perfection of rural health assurance system. This chapter still compares the health situation within various rural areas and that of urban seniors. This comparison shows that the health level of rural population is much lower than that of urban populations. This situation is worse when considering the populations in inland and far-reaching mountainous areas. In order to improve rural health level and promote rural economic development it is urgent to establish and perfect rural health assurance system.Chapter Two on its outset conducts a review of related policies on our rural health assurance system and then analyzes the financing feasibility from the aspects of both the affordability and willingness of financing parties.
