This thesis, based on the popular problems in the civil enterprise management, is focused on analyzing human resources from theories of humanity, human's demand, human's differentiality, and to explore the reasons attributable to talent loss, and to put forward encouraging and stimulating measures that are helpful to prevent talent loss. The author suggests, "The key to keep talented people is to keep their hearts". Only with full communication, care and respect to employee's requirements, help that helps the employee's growth as well as the enterprises', and providing environment in which the employees can bring full force to their talent, can the enterprises keep the talented personnel they need. This thesis is divided into three parts: Part I: To put forward research purpose and problemsQuite a number of enterprises are perplexed by the high ratio of talent loss, especially for those of civil enterprises and private ones.Part II: Reasons for talent loss: social environment, factors of employees and enterprisesPart III: Encouraging and stimulating system - to prevent talent lossCommunication is the key that can strengthen and deepen friendship. The employees can understand the enterprises; the enterprise should also try to understand the employees, to listen to their points of view, comments and suggestions, and find out their ability and requirements, and to integrate and configure them in a reasonable way.In the past spiritual encouragement was adopted as the most important one, and in recent years the emphasis has been placed on physical materials like money, a most popular way for civil enterprises in China. How is the result and what will be effect for the enterprise's future development? Money, the age-old and basic encouraging method, is still the effective tactics for workers. But money is not everything, and cannot replace everything. For management level, especially high-level management, other higher requirements like honor, position and career development should be met.To foster strong enterprise culture should integrate both physical and spiritual encouragement into one.
