The state-owned enterprises in China, especially mild-large ones > are transforming at present management model of planning economic system into modern enterprises' s management model. The main purpose of this paper is how to establish efficiently motivation and restriction mechanism of qualified technician in the state-owned enterprises during this course.First of all, theory basis of establishing motivation and restriction mechanism of qualified technician in enterprises is discussed. The basis consists of human capital theory , principal-agency theory ,west management motivation theory and tradition motivation ideas in China.Secondly , good examples are provided by the ways of solving enterprise qualified technician motivation and restriction problems in west countries. The enterprises in American, German, Sweden, and Korea are studied.Thirdly, there are many difficulties in reforming of state-owned enterprises . One of important reasons is multiple layers circle principal-agency relationship. Research conclusions of this paper state clearly that it is a better breach that qualified technician motivation and restriction problem is prior solved.Fourthly, need produces motive, and motive converts behavior. This paper analyzed the need of qualified technician in state-owned enterprises . At now stage , the matter need is still main need of qualified in state-owned enterprises.Fifthly, there are three kinds of adverse selection behaviors of qualified technician in state-own enterprises. Adverse selection in application for a job is well known. But this paper discovered that unbalanced sanction of qualified technician distribution and lack of competition can also produce adverse selection.Finally, based on the above, the author designed a set of scheme for motivating and restricting qualified technician under background of one mild-large state-owned enterprises. Two channels of promoting to a higher opposition are provided for qualified technician. Many kinds of matter motivation are used fully, and are composed with different ways to meet different need. Meanwhile spirit motivation is carried out. A new kind of restricting mechanism is made, consisting of examining annually, competitive elimination after 7 years and 15 years, giving long life researching opposition, and so on.
