Incentive And Constraint On The State - Owned Entrepreneurs In China

The motivation and restriction for the entrepreneur is the matter of the common concern in economic development all over the world. The entrepreneur in state— owned enterprise is an object of study on the article, which analyses the problems of the motivation and restriction for the entrepreneur in state—owned enterprise.In the content and structure, the article is divided into three parts.In the first part, the article generally analyses the motivation and restriction for the entrepreneur. By comparison of the meaning of the entrepreneur on scholars at home and abroad , it summarize the special meaning of the entrepreneur in state— owned enterprise. Then it studies the background on the problems of the motivation and restriction for the entrepreneur.In the second part, the article specially researches the problems and reasons for the entrepreneur's motivation and restriction in the reforming of the state—owned enterprise. There are five problems on the previous means of the motivation and restriction, including unclear subject , undistinct object , undefinite principle, unperfect means and diversified goals . The reasons for the problems are that the definition of the entrepreneur in state—owned enterprise is ambiguous ,and the appointment lags behind the reality ,also the trammels of traditional ideas don't smash.In the third part, the article advances the train of thoughts and suggestions that perfect the motivation and restriction for the entrepreneur in state—owned enterprise. Firstly, it constructs the systems of the motivation and restriction for the entrepreneur in state—owned enterprise, which are the modern ownership in state—owned enterprise, the market-orientation and profession for them. Secondly, it analyses the contents and means of the motivation, which are material motivation , mental motivation and social insurance motivation .thirdly, it studies the contents and means of the restriction ,which are corporation governance ,legal restriction, moral restriction and social restriction .Lastly, only by systematically combining the motivation with restriction , it will be established the means of the Chinese characteristic for the entrepreneur's motivation and restriction in state—owned enterprise .On analytical methodology, it adopts the method from abstract to specific, from general to particular.
