Humanity society has stepped in 21st century. At the turn of the new century, equality, development and peace are becoming a common understanding on the road of Sustainable Development throughout the world. It means that the gender equality has being recognized by more and more people. The human being is made up of men and women. Together, they created material and ideological civilization, and propel the society forward. Furthermore, women make a special contribution梞ultiply the descendents. So women and men must have equal rights, responsibilities and duties in participating social development. We must acknowledge that women are principal part in social development. They should have equal rights not only to accepting education and acquiring social resources but also to taking part in competition and gaining equitable incomes. Government should put the gender equality into the main current of public policy. Make equality between men and women become the basic national policy and become the people' s voluntary actions.Men and women must be hand in hand. So they can propel the social civilization towards higher and better directions.The dissertation contains four sections.The first section is mainly about the implication and contents of women civilization and the analysis of the reasons for women civilization replaces women liberation. Women civilization means that women cast off the restraint from unreasonable social system, ideas and concepts and life styles. Enhance the status of women and safeguard their rights and interests in all fields such as economy, politics, culture, society and family. Women should wholly improve their capability of participating social life and realizing their own worth. The level of the development of women civilization is a symbol and a mirror of the whole social civilization degree. Women' s worth and functions can be manifested from three aspects. Women are great human resources like men. They also contribute a lot to the construction of the two civilizations. Women shoulder the special productive functions. As human' s mother, women are directive creators and raisers. Women are important part in family. Recognizing their status in family is an important factor to progress women civilization. Women civilization embraces plentiful contents. They are participating social productive activities, political participation,awakening their subjective consciousness, enhancing women' s qualities and safeguarding women' s rights and interests. Why does the author replace women liberation by women civilization? Since French Revolution of 1789, the campaign of women liberation has more than 200 years history. But with its development, there was always an inexplicable loneliness around women. The origin of this loneliness is the misunderstanding in its theory and the impropriety in its practices. It ignored the relationship among women liberation, human liberation and men liberation. It looked women liberation as the only task in human liberation. It looked women liberation as the only ruler to judging human liberation. So in practices, it diverged the worth measure of women liberation. On worth orientation and standard, women liberation looked Men as target and standard but neglected human destination and standard. Furthermore, it isolated women liberation from men liberation, and caused men' s mental indifferent even frustration to women liberation. So in this issue, I take the place of women liberation by women civilization. The former is one of the stages of the latter.The second section mainly introduces the contemporaneous achievements of the development of the world women civilization. As first, west feminism and women civilization introduce the implication, effects and conditions of the development of feminism.
