The theory of Rural Civilization and the choice of policy are the significance theon~?and practice in our over-century process of socialist modem construction. With the process of rural economic reforming, especially the going up of rural enterprise, and communicating and mixing between cities and villages, to solve the problem of Rural Civilization becomes more and more important.Under the guide of the internal and external advanced theory relating to our contraiy practices, this paper discussed the theory on Rural Civilization preliminarily .On the basis of comparative analysis and positive analysis, it proposes the choice of policy on Rural Civilization in our country.The contents of the paper can be summarized as follows:Part I This part mainly makes discussion the basic theories of Rural Civilization. These theories include the internal meaning of city and Civilization, primary characteristic of Rural Civilization, and the development law of Rural Civilization.Part II The part simply recalled the process of our Rural Civilization Then it summarizes the basic experience of Rural Civilization.Part III through the study on the present conditions of the Rural Civilization, it points out the status quo and existing quo and existing questions in the development of Rural Civilization and analyzes the restrictive factors which influent its development, clarifying development.Pait IV This part begin with the scientific planning, converting of policy, Opening the way of investment, the internal moving system, environment construction, ect.
