The basis of function of the collective security mechanism of the UN is the rule of "Great Power Unanimity", which entitles the Five Powers to have the privilege of veto in the Security Council's ballot castings.The UN Charter full of the color of idealism had originally wished the Great Powers in the Security Council would be able to continue the responsibility and cooperation established during the Second World War, and undertake the significant responsibility and special obligation to maintain the peace and security of the whole international society by means of reaching unanimity through consultation. But in reality, the two Super Powers more prefer utilizing the convenience supplied by the rule of unanimity to safeguard their own political interests by abusing the veto castings. The consequence is that the function of the collective security mechanism of the UN is out of order, or even at standstill.As the UN consisting of sovereign states with their own interests after all, the Security Council set up on the same organizing foundation has become the tool for the Great Powers to carry out their foreign policies and defend their national interests. As the rule of unanimity is still necessary and important to be existent, the veto castings have to seek the balance in a very hard way between individual national interests and the common interests of international society.Being a permanent member of the Security Council solely from the Third World and socialist countries, China plays a distinctive role in the Security Council. Accordingly, China's veto castings possess its own distinguishing features.By analyzing the reason of China's 23 veto castings, it can conclude that China's veto castings inevitably represent her national interests, moreover, to enable the problems to be settled fairly, reasonably and effectively under the direction of the UN. China always combines the national interests and the interests of international society in an organic way to keep her words, "since China takes part in the UN, China must handle everything in accordance with the principle" This serious and discreet attitude towards the right of veto makes striking contrast against some Great Powers' way of using veto casings like waving the stick wantonly, and establishes the image of a responsible permanent member of the Security Council keeping to the aim and principle of UN Charter and international laws. Moreover, China's veto castings show the feature that it must be firm when it should be and be flexible when it should be.Through the 23 times of veto castings, China not only fulfilled the task of maintaining the surrounding areas safety and defending national sovereignty, but also made great contributions to maintain the order and peace of international society, uphold the justice and advocate the reasonable demands for the Third World.China's accession to the permanent membership of the UN's Security Council is obtained by international recognition from Chinese people's tremendous contributions and sacrifices during the Second World War. As one of the main founders, China took part in the whole process of establishing the UN, so she inevitably has the special position and right in the function of collective security mechanism of the UN, and theright of veto casting belongs to the whole Chinese people.Being an emerging Great Power, China needs the right of veto to serve the increasing responsibility and safeguard requirements. China should duly use the right of veto to speak in the Security Council for the Third World, and give a hand for establishing a new international order. In addition, the right of veto can help China to achieve the goal of national reunification and modernization, and to create a favorable external environment for her own development.Until now, the UN has been undergoing over five decades.
