Japanese political satuation was a confrontation between conservativeness and innovation in a long term after the second world war. In terms of this question, more and more people concerns the movement and development of the innovation party or conservative party, but they ignored the function of collective interest such as the innovation party's surpport power-union, and conservative party's surpport power-numerous peasants.Union played an important role on the political arena0 Four unions i.e. sohyo (genetal council of trade unions of Japan)^ domei (Japanese confederation of labour) ^ national federation of Industrialfedefation of Independent unions of Japan, had countless ties with political party and effected the course of political motion directly orindirectly. Some powerful and dynamic mass movements were lead by union which was under the leadship of innovation party.Situation in Japanese arena is changeable after the second world war, and Japanese union organization developed at the meantime. In this thesis I try to find out the clue of the postwar development, so as to make the union protruding in the complicated political phenomena, and make people understand it more coearly, especially in the 1990's, union in Japan played an indispensable role in political changes and transition. On the other hand, this thesis focuses on union's changes and its effect on right inclination of socialist party which is one of innovation parties 0 This thesis put emphasis on union's development and innovation party.This thesis includes third parts:The first part : the development of Japanese union after world war,i.e.!940's-1990's.The second part: the relationship between union and Japanese party, especially the relationship between union and innovation party. The third part: the deve lopment of union in 1990's,emphasizing the union's role in Japanese political changes and the declination of socialist parry in 1993.
