China' s entering into World Trade Organization symbolizes a new stage of its opening - up policy. On this new stage, the most distinct characteristic of China' s opening - up is to realize a transforming from mere "Coming In" (that is, introducing foreign investments, techniques, experiences of management and talents as well) to both "Coming in" and "Going out" (that is, to participate in the international divisions of labor and competitions in a deeper level and a wider realm, thus improve the opening ?up to a new level) . First of all, the essay demonstrates the present condition of China' s opening - up and why it is necessary to expedite the development strategy of "Going out" on this new stage. This is done by the analysis, on the basis of the plutonomic theory of Marxism, of some dissertations of the opening ?up by those famous writers on Marxism and of the demonstrations of foreign investments by some developed countries and districts. Secondly, the essay discusses the necessity of China' s "Going Out" with respects to its entering into the World Trade Organization. Also considered is the significance of "Going out" upon the economy by summarizing and analyzing in depth the present status of this policy in Fujian, and the difficulties that Fujian ( a province implemented this policy before many others) has met during the development phase. Thirdly, theessay also brings up some problems for Fujian province to be concerned about and offers some countermeasures to them in the process of its quickening paces of the "Going Out" development strategy.
