Join The Wto And Implementation Of "going To" The Development Of The Strategy

China' s entering into World Trade Organization symbolizes a new stage of its opening - up policy. On this new stage, the most distinct characteristic of China' s opening - up is to realize a transforming from mere "Coming In" (that is, introducing foreign investments, techniques, experiences of management and talents as well) to both "Coming in" and "Going out" (that is, to participate in the international divisions of labor and competitions in a deeper level and a wider realm, thus improve the opening ?up to a new level) . First of all, the essay demonstrates the present condition of China' s opening - up and why it is necessary to expedite the development strategy of "Going out" on this new stage.
