| Our country is about to take part in the World Trade Organization. After that,our agriculture,as a traditional weak industry,will be confronted with great impact recently. If we disable to improve the agricultural comprehensive competitiveness as early as possible,a great number of foreign agricultural products till pour into domestic market,which will not only intensify the existing contradiction between the production and sales,but also will affect our agriculture,even resulting in both of the farmer products and of the income of the peasants,as well as the decline in supply capacity. In face of the good and cheap foreign products,our agriculture needs stronger financial support than any time before. But at present the policy financial function of agriculture is not perfect enough to fit the needs of agricultural econonic growth. Under the new situation,conies up a thorny theoretical problem:how to perfect and give full play to agricultural policy financial function and how to give better support to the economic growth. The pity is that there are only a few articles and books in the theoretical field,and most of them are too theoretical and divorced fron agricultural policy financial practice,the policy suggestions they put forward are difficult to guide the practice. In view of this situation,the author chooses his title:how to perfect and give full play to our agricultural policy financial function.The author explains his point of view in six parts.The first part is about the situations of our agriculture facing to need the powerful support of pur policy financial. In the long run,it will enlarge agricultural developing space and take a historical chance to our agriculture after our country takes part in the UTO. But in the short run,our agriculture will take ore pressure and face a severe challenge. Under the new situation,the weakness of the agriculture will be more obviously and the important of the strategic position of grain will be more outstanding. Thus,our country is demanded to give more support to the agriculture,but the means of finance and commercial banking will be limited to a certain extent. Under this background,it will be more important to run policy finance to protect the agriculture which needs the policy finance to protect urgently than ever.The second part is theoretical basis of perfecting and give full play to agriculture policy financial function. The agriculture is the foundation of the national economy,but it is very weak at the same time. It is hard to get enough money to develop itself and may be fall into vicious circle for short of money. Thus,a bad influence will be taken to the whole national economy. So,it is necessary for our country to use the finance,the banking,especially the "visible" hand of the policy finance to remedy a defect,to correct any deviations made in resource allocation by market system and to put the money into the agriculture directly or lead the other social funds to support the agriculture. The author points out that this function is a rectification of the market failure,that is a necessary supplement to the market economy,a good combination of finance and banking,macroscopic and microscopic,"visible" and "invisible" hands. No matter how high the level of the economic growth is,the agricultural policy financial function will remain everlasting. Based on the general function of the policy finance,and combined with agricultural policy finance practice,the author summarizes the two special functions of the agricultural policy finance,that is,price-supporting function and product-supporting function.The third part mainly discusses the present situation and the defects of theagricultural policy financial function.
