Kunming City (town) System And Sub-urban Construction Thinking

In current world, the city is a concentrated reflection of modern social civilization. The development of city plays an important role in developing the economy and the society of a region. The city, just as an huge magic magnetite, attracts various productive factors to gather together in the space, to make these economic energies to produce the fission under the catalysis supplied by these gathering effect, scale effect, amplifying effect and multi-ply cooperative effect, and to explode with the larger expansion than that from their simple addition, so that the city just becomes the locomotive to operate the modern economic society.With a view to Yunan province, middle and small cities are not so many, large cities are few, and only Kunming is the largest one as "file leader soldier"in our province, due to low city distribution. So the city development of Kunming shall radiate to whole of our province to be in charge of the important historic task to promote the city distribution in Yunna and push the development of other middle and small cities. This article has analyzed the chance of Kunming city development, international environment, tendency of city development in the world as well as the present situation of Chinese cities and proposed a network city project, in which a primary city, 3 secondary cities and 20 small towns shall compose a city distribution system, from the aspects of objective condition and concrete operation mechanism. Further, this network city project suggests to ,as main point, program and develop three secondary cities, Anling, Yiliang and Songmin, and small towns, and to disperse part of property of the primary city and decompose the city function. On the foundation of the concept and characteristic of the city, city(town) system and secondary cities as well as the basic frame study for their development motive force, this article gives the suitable mode selection and operative way for Kunming secondary city development.Combining the actual situation and relationship between Kunming and its secondary cities, this article has made a design of the overall consideration to develop the secondary cities, guidingprinciple and implement procedure, and analyzed the function and characteristics, the property developing strategy and current situation of Anling, Yiliang and Songmin as secondary cities, then put forward a 'Three Steps Going" strategy: first step; from 2001 to 2005, to put Anling city into construction as main point; second step: in 2005 , to start the construction for Yiliang and establish the city together with canceling the county; third step; in 2010 , to start the construction for Songmin and establish the city together with canceling the county.This article has made a research for the construction and operation mechanism of secondary cities in Kunming, and given these proposals from the environment construction, precautions and strategies.
