State capability refers to the summation of energy and power with which the state assures the validity of its policies and volition, maintains its own steady existence and development, administers the society efficiently for realizing the objectives and tasks that state function stipulates. The thesis thinks that limits of development are institutional restrictions against the development and transformation of state capability. The history of the rise and fall of modern states has showed that probably only limited governments are efficient government.The thesis point out that state capability is one of the most important for a state to realize modernization. The current state capability presents a "dual loss" in efficiency and structure, which have badly influenced the extent of the realization of the overall volition of the state. On the basis of analyzing the mechanism of loss in state capability, the thesis puts forward that fundamental approach to establish the state capability mechanisms of limited increase lies in the reasonable definition of the scope of state behavior, the enhancement of the extent of self-constraint, and the promotion of the process and level of the socialization of state.
