Japanese Non-governmental Public Organization And Management

There are similarities between old Japan enterprise system and our Chinese enterprise system under the planned economic system. In history , Japan was deeply affected by our culture ,and the ideologies of the Chinese and the Japanese are also alike ,which make it greatly useful for us to use Japan's experience on developing non-governmental public organizations for reference . As Japanese non-governmental public organizations have gradually developed with the promulgation and enforcement, of a series of supporting policies and measures from the government , thus , to study Japan's experience is significant for our government to decide what role it should play in the process of developing our non-governmental public organizations .This paper tries to find the experience which can be used for reference through the research to the latest materials and data on Japanese non-governmental public organizations . For that reason, the first part of the paper introduces the history of Japanese non-governmental public organizations, the government's measures and their effects and the development of Japanese non-governmental public organizations under the governmental interference; the second part introduces the characteristics of Japanese non-governmental public organizations and the present conditions and popularity from the macrocosm of economic scale ,the microscope of ordinary families and the angle of individuals; the third part introducesthe problems existing in Japanese non-governmental public organizations, discusses the solutions to those problems and makes an introduction for Japanese government's curing measures .After the Hanshin, Danlu earthquakes In Japan in 1995,the government's and the masses' concerns which have near happened before are enchanced . Consequently ,a series of changes make the world feel that there is a historical changes happening in the Japanese society .That is, in the process towards new intellectualizing and globalize society , the activities of non-governmental public organizations may well be the basic factor which regulates the interpersonal relationship in the next epoch in place of the former blood kinship, geographical relationship and professional relationship so, the development of Japanese non-governmental public organizations will surely have deep impact on the development of Japanese society in the future.
