Deng Xiaoping's "thinking Of The" Two Overall Situations And Western Agricultural Development Strategy Research

This paper consists of three sections. The first section elaborates the contents and source of Deng Xiaoping's Two-Principle, which is the theoretical foundation of this paper. The second section discusses two relationships, the relationship between Deng Xiaoping's Two-Principle and western development and the relationship between western development and western agricultural development, which is a transitional part. The last section, being as the core and conclusion, describes the strategic conception in the western development.The first section elaborates how the idea of Two Principles is formed and its basic contents, stating the idea of Two Principles is on the basis of unbalanced development of productive forces in China, complying with the objective rule of " unbalanced - coordinated development " during the regional economy development. Finally, it also proclaims the historical, theoretical and practical resource of the Two Principles .The second section expatiates the logical relationship between Deng Xiaoping's Two-Principle and the western development, presenting the idea that the western development, on the one hand, is the succession and realization of the Deng Xiaoping's Two-Principle by the third leadership headed by Jiang Zeming, and, on the other hand, is also an enrichment and development of the Deng Xiaoping's Two-Principle under current situations. Additionally, this section illuminates the relationship between the western development and western agricultural development, displaying the perspective that the western development should concentrate on the western agriculture.The final section outlines the strategic conception in the western agricultural development, consisting of two main points. The fist point analyses how the western agriculture develops under new background condition, either home or abroad, and the opportunities and challenges with which the western agriculture is confronted, which is the precondition for the establishment of the western agricultural developmental strategy. The second point sketches in detail the guiding principles, strategic choices and region distribution, pinpointing western agricultural development should comply with the market orientation principle, profit unity principle, resources sustenance principle and scientific support principle. Strategically, the western agricultural development should adopt the sustainable strategy, structure adjustment strategy, optimal open strategy, the strategy of supporting agriculture by science and education and funds support strategy, which aims to lay a solid foundation for the establishment of the top ten agricultural bases in the west.
