On The Principle Of Administrative Openness

The increasing complication of social life and regulation causes the rapid expand of administrative authority,the successive promotion of modern democracy course emphasizes the assurance of human rights and respects citizens' rights of participation and knowledge. The legislative wave of administrative procedural law on the principle of administrative openness correspondingly becomes spectacular in the whole world. Administrative openness is a basic principle of administrative procedure law;it is inevitable to establish this principle in the course of social development. The principle of administrative openness runs through the administrative procedural law,there is important social meaning in applying this principle. The principle of transparency and openness of WTO makes it imperative that we establish a new system of administrative openness,which can adapt to the need of economic globalization,informationization,and democratization. So,we must insist on the all-round definition of the principle of administrative openness. We can make our efforts in such aspects as setting up an authoritative institution to coordinate administrative openness,enacting an integral "Law of Administrative Procedure",and having the openness of the government affairs legislated at last. The thesis is a fundamental research about administrative openness principle.
