"Computation is no longer just relevant to computers, it determines our existence." Since July 1997 when American administration issued officially A Framework for Global Electronic Commerce, a global upsurge of electronic commerce has emerged. EC has gradually grown into the core of economic transactions in 21st century. "It' s the key impetus for future economic progress." This thesis, based on the analysis of the obstacles to EC development in China, attempts to preliminarily give a brief study on the national strategies of our EC development, thus giving the policy framework and various policies.It is revealed by some surveys that the obstacles to EC development in China are mostly as follows: First, users are extremely disinterested in EC; Second, there doesn' t exist a standard environment of business; Third, the facilities are badly needing improving. That is, there exist security barrier, tech barrier, legal barrier, economic barrier, facility barrier, telecom barrier, and so on.The first part of this thesis makes a profound analysis of those barriers and their causes.EC in China develops rapidly, the developmental period is somewhat short though. It is inevitable that certain obstacles and problems emerge. In the course of EC development, it is useful to learn from the successful experiences of the advanced countries. Hence, the second section of this thesis summarizes the experiences: First, to create a proper market environment, including an qppropriate social environment, a competition environment, a research environment, management and service environment, etc. Second, to create an eligible system environment. Say, the government ought to set up and improve relevant laws and regulations, tax policies, electronic payment system, copyright protection, information security, telecom tech standards, etc. Third, to promote the global development of EC. Fourth, to set consistent principles, to break the regional, national and international limits and to establish an internationally united trade principles and legal framework.The last part of this thesis is the key part. Based on the above discussion, the author gives the proposals for our national strategies of EC development. First, the state should strengthen the macro plan and instructions, strengthen the talents cultivation, take part in international communications. Second, experiment-making should be encouraged, the enterprise participation in EC should be promoted.Finally, the research of security tech and the establishment of EC standards should be strengthened so as to construct a suitable legal environment for the development of EC.
