Since the business separation of postal-service from telecommunication in 1999, Xinjiang postal service has faced many problems such as: slack financial management, heavy debt, higher business cost and expanse and serious loss. What matter Xinjiang Postal-service financial management is whether it reduces loss year by year and step into a benign cycle in the light of the state's development strategy of turning loss. The author in the present paper makes an exhaustive analysis and study of Xinjiang's postal-service financial management before and after the business separation of postal service from telecommunication and holds that the main problems present in business management for the moment is slack management specified by: 1) poor profit-making capability with neither stress on cost nor strict management system and criterion over expanses; 2) inefficient application of assets, neglecting the effect of applying assets with more sediment of assets; 3) blind investment without scientific mechanism for investment decision, resulting in heavy asset liability and poor debt payment.The present paper deals with the effect of economic environment in and out of Xinjiang's postal service on financial management and defines the location of target for financial management in Xinjiang's postal service during the "Tenth Five- Year Plan: regulating the accounting of business income, establishing the quota pattern of cost expanses, strengthening control over enterprise cost to set up a flexible and efficient financial management operational mould adaptable to Xinjiang's postal -service operative management demand. The content covers: 1) reform on the accounting method of business economy and economic responsibility system; 2) management on business expansion and income amount; 3) cost and expanse pattern, cost-quota determination and establishment of liability -cost system; 4) management of basic finance, financial management mould and financial incentive mechanism; 5) capital operation, investment management and fund-raising channel; 6) appraisal system for financial management quota in postal-service enterprises.The study on the appraisal system and check on internal performance with respect to the cost-quota management, centralized financial management, funds management and financial quota sums up the basic idea and measures of better financial management in postal service enterprises, bears immediate instructive significance on the development of Xinjiang postal-service enterprises and also has certain value of reference on the financial management of the postal-service enterprises in the west.
