At all events the advantages that China Post will benefit from the policy and the entry will far outweigh the disadvantages thereby in terms of survival and development. On the one hand, the current administrative systems, managing conceptions, operating mechanisms and operation markets are collided by the new situations. On the other hand, new managing modes and innovative mechanisms will be ushered in post fields. In order to guarantee a steady, sound and sustainable development of China Post, national postal office attaches great importance to post scientific study and research work; moreover, it maps out the 15th post science and technology development plan, which brings forward requirements of key tasks and stipulates series of reforming measures. Hence post scientific enterprises, as the major innovative body, undertake important historical responsibility.Hunan Copote Science and Technology Co. Ltd. (COPOTE), derived from Hunan Post and Telecommunication Scientific Institute, is a shareholding IT corporation basing itself mainly upon post lines simultaneously covering telecommunications and other spheres. COPOTE is the high-tech institute and technology development center of our national post office and a backbone to carry out important tasks of scientific and technology innovations throughout the country. During the years after separation, COPOTE has made amazing achievements because it grasps opportunity and makes reforms in every aspects. After making a fundamental change in its system and managing mode, it has build primary modern corporation system and market economic mechanism. After its reorganization and restructure, COPOTE are busy preparing to come into the market.After making a multi-analyses of COPOTE, I find there are some potential problems in its development such as management behind the times, ossification of thoughts and conceptions, lacking for key technologies, monotonous market, shortage of brain power, not-fully-realized system reform and so on. All these problems will greatlyaffect its long-term-development.Aiming at the above problems, I start to study and discuss the merits and demerits of its current system, organization, operation, human resources, market and financial status; then discourse upon some basic tentative plans for its management, development pattern and market orientation as well as put forward the development countermeasure and managing strategy covering enterprises system reform, operation R & D, market development, human resources and enterprise culture. The conclusion of my thesis can be used for reference to the development of Hunan, even China post scientific enterprises.
