With the rapid development of science & technology and the economic globalization, the companies in our country encounter the market competitions with new characteristics. As an advance management theory, Supply Chain Management theory is excellent in improving competitive preponderance, while the research on Supply Chain Management in our country has launched only for a short time, mainly focusing on the theoretic models, not the implementation of the theory. This paper begins with the analysis of the characteristics of the market competition in 21st century, then bring forward the innovative theory of the Sales Chain which includes demand flow, CRM theory and inspiriting mechanism to the node companies of the Sales Chain. Based on this innovative theory, the paper makes a further discussion of the existing Sales Chain models, the necessity and feasibility of implementation of the WEB based Sales Chain Management System, uses UML to analyze the general functions, designs the system in details and discusses the interfaces with the other subsystems of the Supply Chain. At last, it brings forward and discusses the web technical solutions and some security issues, which can implement and exert the utmost efficiency of the Sales Chain Management.
