Scientific and legitimate methodology is a decisive impact for improving quality and undertaking the times and detracting the cost of the grid construction. Since the reform and opening-up, the clients of the grid construction summarize and reform the project management methodology by learning from western countries. And distinctly there is a very great change of the grid construction project management methodology, and the comprehensive ability of Chinese management team is highly enhanced. However, China also has a lot of problems in grid construction project management, and there is great distinction between China and West Countries, which has become an important issue concerned by Chinese economy and academic institutes and enterprises. More and more clients come to realize the importance of project management.In this paper, the methodology of Chinese grid construction project management is analyzed based on the author's experience as a client, combined the success and lessons on the electricity supply construction of HA-DA electrical railway. There are some defects on client project management, such as management model, and cost control and so on. Then a thorough analysis is given through combing theory with practice, practical experiment and statistic analysis based on the reasons mentioned above, and countermeasures that will resolve the problems existed in reality are put forward.
