Dalian Software Business Incubator Study

This paper probes into the construction of the incubator for the software industry in Dalian.Firstly, research results on enterprise incubators both at home and abroad are synthesized, and the development trends, characteristics and configuration of the enterprise incubators are thoroughly analyzed,and those serve as the basis of the construction of the incubator for the software industry in Dalian. Secondly, the current situations of the development and the function state of the software incubator of Dalian are evaluated, and the existing chief problems and shortcomings are analyzed through an overall investigation on the software incubator of Dalian.Finally, the development of the software industry and the demand of the construction of the software incubator are predicted, and the development direction and function formation are emphatically studied. It is stated in the paper that putting emphasis on the construction of the software industry incubator is a basic strategy in Dalian and a key starting point of the government drive to develop software industry.Thus,measures on constructing software industry incubator system are further proposed, including strengthening the construction of the foundation works of the software incubator, encouraging investors of all kinds to develop the software incubator, and accelerating the innovations of the management system and the operating mechanism of the incubator.Suggestions are also made to the government as strengthening the organization and guide of the government, perfecting the relevant supporting measures and providing talents and environmental guarantee.
