The Military Research & Development Manufacturer (Shortened as MRDM) is an industrial manufacturer undertaking the advanced military weapon and equipment research and development and a maintenance & services provider following the sale of weapon and equipment. It is taking a fundamental part of modernizing national security and military technology. It is also a necessary part of construction of national security and national economy. Same as other enterprises, after MRDM undergoing a long and tough growth, a special industrial family has been developed. With China's entry into WTO, both internal and external environments that MRDM is facing have changed tremendously, which creates opportunities and challenges in the meantime. Firstly, based on the analysis of current MRDM development, this study will focus on domestic and international upcoming changes in relation to political environment, economic environment, military product development, long-term strategy, military force development, and system adjustment and analyze how these six external environmental changes will affect industry. Then, it approaches the challenges that the relevant system adjustment, industry responses, brain drain, and international development. Moreover, it raises the necessity of further analyzing and considering the existing problems in military production industry. Secondly, by application of SWOT, approach will be taken from Strength, Weakness, Opportunity and Threat to analyze existing issues in military production industry. Also, from the overall view of national security, it digs into the fundamental reason why the MRDM currently has this poor management performance. The analysis will spread over 8areas including national security resources allocation, management system, policy environment, industry barrier, and relevant reform. Thirdly, this paper discusses the national technology industry's coping of competition environment after china's entry into WTO. It points out that breaking industrial barrier, integrating industrial resource, bettering resource allocation, restructuring industry, furthering industrial specialization, developing new strategy, improving international cooperation and merchandising individual enterprise are the solutions of establishing national capital management system and improving industrial structure in order to welcome the challenge. In the end, it also analyzes the relevant reforms and creating better environment. Fourthly, this paper analyzes the solutions for MRDM after entry into WTO in order to adapt them to the new competition environment. It points out that further broadening mind, concentrating on capital restructuring, relying on people for mutual development, strengthening military company competitiveness and focusing on culture and human resources management will be needed. This paper also analyzes the swift of concept of military enterprises' competition, from a strategic competition between individuals to a competition of cooperated competition.At last, an example is placed to prove how a military enterprise by adapting "Stay militarily, Develop domestically" become successful and what proactive strategies will be taken for enterprises welcoming challenges after entry into WTO.
