China, in its over three decades of reform and opening-up, has made tremendous economic and social progress in various aspects of political, economic, military, and other social areas. In the background of globalization, China facing economic development and fusion of culture shock, with technology rapid progress and gradual opening of market environment, lots of changes are formed by the combination of a variety of internal and external factors which influence each other. These changes not only affect China’s economic and cultural environment, but also has a profound impact to the traditional Chinese military industry. Communist Party Congress report clearly stated the need to "establish and improve military and civilian, integrating the armed forces weapons and equipment research and production system", "out of a Chinese characteristics, civil-military integration path of development." With this target, China’s national defense science and technology industry has entered a new stage of development, it will strengthen the army as well as enriching people. Difficulties which has long plagued development of the defense technology industry, such as military technology transform to civilian, divisions between military technology and civilian technology, relatively independent and closed status, will change fundamentally. The new situation has not only brought a rare opportunity for sustainable development of military enterprises, but also enormous impact and challenges.The S Research Institute, for example, in the strong market competition, various levels of contradictions has exposed, the most prominent contradictions is the gradual loss of the core competitiveness. How to cultivate and enhance the core competence of military product R & D, is the problem that S Institute currently facing. Since its founding, S Institute experienced entrepreneurial, brilliant, weakness, reform and revitalization stages, with the gradual establishment of reform and opening up and socialist market economic system, the Institute was forced to participate in the market competition, do not rely on country anymore. Now the company do not have a clear competitive advantage, the core competencies are gradual weakening even lossing, this situation seriously affecting the Institute’s efficiency and the quality of military equipment and the speed of technology improvement. Therefore, the analysis of the research capacity of S Institute in recent years is necessary. Based on the existing conditions, how to improve core competencies of the Institue, how to truly become a strategic pillar industry of military aviation and national defense construction, how to make more contribution, these questions are worthy for serious study. The main purpose of this paper is solve this problem by implement ERP project and information platform, which will accelerate the accumulation of core elements and core competencies.On the other hand, in this paper, we will discuss how to integrate elements through reasonable incentive system, and the way that activate innovative ability of the Institute, promoting the two-way transfer of military and civilian technology, reduce development costs and improve revenue of the company, shorten the development cycle of new military products, the final result is continuously enhance the competitiveness of the S Institute.
