Zhongguancun Science Park Development Mechanism

Science and technology constitute a primary productive force. Scientific and technological break-through and innovations lead to the booming of high-tech industry. They not only advance productivity development, but also give rise to alteration of society, economy, politics and culture. All countries have selected to build up High Scientific Parks for development of high technology and industrialization of scientific achievements. As one of 53 state-level high-tech development zones, Zhongguancun Science Park (ZSP) has become a representative brand among them and has been regarded as "Silicon Valley" of China. Because ZSP is confronting new opportunity and challenge of development, it is of great realistic significance on the development hi the future to promote further construction and development of ZSP efficiently.ZSP is a comprehensive base in essence, based on high science and technology, aiming at researching high technology and developing new product and greatly lifting the whole ZSP, in order to give an impetus to coordinate science, education, economy and society. ZSP is also a model base which brings into high-tech industry and drives other industries.Based on the characters of high-tech industry, this paper analyses the present situation of ZSP, probes into the mechanism of further development of ZSP and makes a preliminary summary. Its first part mainly generalizes the characters of high-tech industry, analyses the past of ZSP, thereby points out ZSP's special development course from miniature to magnate. It relates the development pattern and development way of ZSP. The second part mainly dissects the present situation of ZSP. To grasp a real ZSP, this part analyses ZSP's development object, exterior environment, development stage, problems emerging in developing course and the advantages and disadvantages, etc. The third part focuses on future development of ZSP. This part holds that the key factor of further development of ZSP is the innovation of mechanism. In ZSP, mechanism is the means of realizing its development goals. The sign of the validity of this means depends on how it promotes the realizing of ZSP' goals. The sustained development course of ZSP is also a continuous innovation process. The interior motor of its innovations lies in closely market-orientated cooperation and participation by active elements of government, enterprises, research institutions of science and universities. This part mainly probes into the mechanism of technology innovation, system innovation, culture innovation, risk investment and emphasizes the importance of concordant action of these mechanisms.The main conclusion of this paper is: to further promote the development of ZSP, according to the characteristics of high-tech industry, ZSP should fully develop the function of the cooperation among ZSP's motive internal-region elements, promote the development way of innovation mechanism of ZSP as a whole, improve the mechanisms of technology innovation, system innovation, culture innovation and agency services including venture investment, optimize inner and outer environment for innovation and startups in high-tech industry.
