The paper aims at probing into the relationship between the flow of the rural population into urban areas and the self-government of the village people in the Chinese new era. The author analyzes the problem according to the basic principles of sociology and politics, in the dualism between the frames of tradition and modernity, nation and society, city and countryside, with structure and system as the emphasis ,and in the meanwhile taking account of course and events. Using the present relative scientific research results for reference, the author hopes to broaden and deepen the research of the following problems. First, generally divide the stages of the flow of the rural population into urban areas and the self-government of the village people in the new era; Second, lay the emphasis on analyzing the good and bad results of the flow of the village people influences to their native places; Third, discuss the new tendency of the flow of the rural population, and its effects on the self-government of the village people, even on the development of the Chinese political democracy .Put forward the author's general views and suggestions. According to the above, the paper is divided into three parts.Part one deals with the five stages division of the flow of the rural population into urban areas and the self-government of the village people in the Chinese new era, that is, first, attempted permission development of the forbidden the flow of the rural population, second .tested development ,third, controlled permission development under the system, fourth, model permission under the leadership, fifth, total structure permission. And then comes the author's view that the flow of the rural population is an important effect element on the self-government of the village people, especially to their native villages.Part two lays emphasis on the account of active and passive effect of the flow of the rural population into urban areas on the self-government of the village people, which clearly shows the serious challenge and urgency in coping with the problem.Part three lays emphasis on the discussion of the weakening function of the self-government of the village people and the withering villages because of the velocity and quantity of the flow of the rural population into urban areas and the increasing urbanism. The development of the Chinese political democracy have had a great effect during the course of the two aspects. Finally the author gives his own suggestion on how to solve the problem: properly regulate the time of the election of the village committee; strictly standardize system and regulate organization; timely push on city community democracy, especially improve Chinese political democracy etc.
