Study On The Micro-political Effect Of The Reform On Triple-power Division Of Rural Land

Rural reform has entered a new era,and its focus is to deal with the relationship between farmers and land and change the mode of rural development.The central government has repeatedly stressed that farmers should be given more property rights,and land is the biggest property and political guarantee that farmers have.Therefore,the relationship between farmers and land is not only the most important economic relationship in rural areas,but also the most important political relationship.As a sign of comprehensively deepening the reform of rural land system,the Reform on Triple-power Division of Rural Land.proposed in the"no.1 document of the central government"in 2014 has not only important economic significance,but also far-reaching political influence.It is also conducive to promoting political stability in rural areas and advancing other reform measures.Then,what kind of micro-political effect will be produced by the"separation of three powers"reform of rural land?This paper attempts to answer the question:what kind of political effect will this policy have in practice from the macro,medium and micro perspectives?Based on normative analysis and empirical analysis,this paper analyzes the impact of the change of farmers'land property rights on their political participation intention and behavior,and finds that China's land property rights system is also the cornerstone of other rural systems.Not only to promote social development,the reconstruction of rural society,it often has a deeper political significance.The"Reform on Triple-power Division of Rural Land " will change China's rural social structure and the pattern of village governance on the macro level,straighten out the relationship between existing political power and farmers'land rights on the medium level,and change farmers'political attitudes on the micro level,so as to build the political identity of the broad masses of farmers and realize social stability.And further discusses the rural governance structure innovation idea,proposed the policy suggestion.
