Study Of China's Urban Hidden Employment

The problem of recessive employment in our country which exists in the cities or towns, built on the process of socialist market economic system, has arisen with the reform of state-owned enterprises and development of national economy, the main form of which is the recessive employment of the laid-off and it is the key to solve the problem. It has a very important theoretic and realistic meaning to solve the problem for the intensification of the reform of the state-owned enterprises, the strengthening of the labor market construction, the promotion of the re-employment project and its development in order.The article takes the methods of abstraction, analyzing of the examples, the combination of quantitative and quantitative analysis, theory and practice to elaborate the recessive employment in our country from five aspects.In the first part, the economic concept of the recessive employment is demonstrated through the definition and comparison to the concept and on the basis of this, the relation between unemployment and laying off, re-employment and recessive employment is dealt with.In the second part, the property, form of expression and existing condition are proved and the article mainly discusses and studies the recessive employment of the laid-off.In the third part, the active and inactive effects of the recessive employment on national economic development are explained after analyzing the form cause subjectively and objectively, In the meantime, it is pointed out that recessive employment is a special form in employment during the period of the transform of national economic system.In the fourth part, through the analysis of contents and effects of re-employment project it is illustrated that recessive employment has great influence on re-employment project, together with integrating them organically.In the fifth part, a train of thought is put forward which applies to our national situation and promotes re-employment and manage recessive employment.The article integrates recessive employment with re-employment project organically and this breaks through the narrow understanding of the theoretic study as we did in the past. After the comparison, we reflect their relation and the effects on re-employment project, realize the combination of recessive employment and re-employment. In the end, a basic method is suggested to promote re-employment and bring recessive employment under control.
