All over the world, there are many Chinese learned and professional exchange students and scholars, who, although staying abroad for the time being, are still highly dedicated to serving their motherland someday. Endowed with advanced technology and management experience, they are the intelligence resources that should not be neglected for the socialist modernization of our nation. The lack of talents, especially the lack of high-quality talents has become the biggest confining factor for the development of our nation's economy. According to statistics, by 2000, among the 29 professional technological categories, there are a total of 1.57 million personnel who have the technical titles above associate professor in our nation, making up only 5.5% of the technical staff; among 10,000 laborers, there are only 11 research and development scientists and engineers, while in the developed nations this figure has approached or surpassed 100. What we lack are a host of army general-type talents who can take the commanding points of the world and a great number of top-quality talents who are familiar with the market operation. Among the Chinese students and scholars overseas, these two categories take up a considerable proportion. In recent years, annual growth of number of the returned students and scholars is at 13%. Compared with the years-ago situation that most of the returned students and scholars were engaged in scientific research and teaching, the homecoming trend in recent years has manifested the following marked characteristic: career undertaking has become a new fad. Following the pioneering of "Jinling technological industrial park of returned students and scholars" in Nanjing in 1994, a number of "special zones" -career-undertaking parks, which are dedicated to providing the returned students and scholars with preferential policies and quality services, have come into being successively. According to statistics, there are already about 60 such "special zones" in various parts of the nation. A total of 140,000 exchange students and scholars have returned to the nation for career undertaking and created nearly 4000 enterprises, the total output value of which surpassed RMB10 billion yuan in 2001. Zhuhai Pioneering Park of Overseas Returned Students and Scholars was founded on February 8, 2001. With different situations of the career undertaking parks in various parts of the nation, itis still in an exploratory stage regarding how to tap and display their premium and model effects in these locations. There has not been a mature and all-rounded mechanism. And people hold different opinions in relevant studies and researches. By using the method of case study, this paper, on the basis of investigating and surveying the career undertaking parks in the three locations of Guangdong, Shanghai and Beijing and with regard to the current situation of Zhuhai Pioneering Park of Overseas Returned Students and Scholars, explores how to promote the development of the career undertaking park by system innovation and optimizing environment so as to spur on the transfer of economic type of Zhuhai City.Compared with other cities of the nation, Zhuhai has its own unique attractiveness to overseas returned students and scholars: (1) With advantageous geographical location and convenience in border exits and entrance and pleasant ecological environment, Zhuhai is an ideal location for the settlement of households and career undertakings; (2) Zhuhai is a young city mostly made up of immigrants, whose containing nature for different cultures boasts special attraction for overseas exchange students and scholars; (3) Zhuhai has established an initial system of market economy, providing a relatively better market environment for the career undertaking in Zhuhai by overseas returned students and scholars. As a result, there is a relatively smaller "gap" for overseas returned students and scholars in their coming to Zhuhai for career undertaking and they can adapt themselves rapidly.
