Eco-tourism is the current trend of the world today. Nature reserves will be the primary area to develop eco-tourism due to its favorable resources and ecological environment. Eco-tourism has been carried out in a lot of nature reserves, some of which the revenues of tourism are the economic mainstay for their developments presently. The resource breakage and environment pollution is considered to be the increasing phenomena with the development of nature reserves. An important reason is that planning system of tourism is still not desirable. One is to develop blindly before formulating detailed planning and the other to make the planning of other tourism areas for references but not adapted to local conditions. The theories and practices of nature reserves are obviously lag because of still not forming the perfect system compared with very well formed place of interests and forest parks. To probe into the planning system of nature reserves is of importance not only in theory but in reality for sustainable development and avoidance of planning not canonical and tourism development elective.The paper is divided into two parts. The summarized part is to introduce the definition, style, structure, function of nature reserves, present situation of nature reserves, and the theory and practice of the development and planning of tourism in nature reserves. The second part reveals the necessity, arrangement and form, theory base, and regular requirements of tourism planning. The tourism planning systems is put forward by integrating the regular requirements of planning for nature reserves with the tourism area, 15 parts of which have been detailed. Finally, the nature reserve of Longwang Mountain in Zhejiang province is used as the example to enrich the theory and provide the reference and instruction for the tourism planning.
