Tourism planning has long been a focus of tourism theory and tourism practice ever since the rising of tourism industry. So far, a great deal of research explicates issues emerging from tourism planning focusing on compiling, contents and technological method of tourism planning according to the literature concerning to this topic, which makes research on this point excessive, or comparatively mature. Therefore, here we'll never say more than is needed. But we'll emphasize on the effective management of tourism planning, and also aiming at issue on government entrusting tourism planning contract (GETPC) arrangement overlooked by tourism research circles. Reasons why we choose this topic is as following: on one hand, malpractice emerging from government entrusting tourism planning lies on the low efficient arrangement of GETPC; On the other hand, literatures on the aspect of tourism planning basic theory are very few, furthermore, researches on tourism planning contract are even lesser.Under this background, this thesis attempts to explore the topic of GETPC and the countermeasures for improvement, and then construct a new research framework based on which the dissertation goes on analyzing.The dissertation consists of five chapters:Chapter one: Introduction. We introduce the background, research methods and contents of the thesis.Chapter two: The annotation on principal-agent of GETPC. In this part, we initially put forward the principal risk in GETPC. Meanwhile we also analyze agent risk and its inducements. Our main purpose is to discover the deep reason causing the low efficiency of GETPC.Chapter three: Structure analysis by four key factors of GETPC. Using the four key factors analysis, we try to have a profound and full look of the incompleteness of GETPC. Finally we undertake to integrate the four key factors in order to providea new tool for the next chapter.Chapter four. Rethinking on traditional GETPC. A comparative analysis on the traditional three contracts has been carried out in this part. What's more, we also found that none of the current three contracts is completely applicable to GETPC based on this.Chapter five: Conclusions and suggestions. Some conclusions and suggestions on betterment of GETPC have been offered in this part. Equally we still insists on the fearful complexity of GETPC grounding on contractual analysis framework, and each countermeasures must be conjugated so as to achieve better results.
