There are two reasons for me to be interested in research of quasi-public goods theory. The first one is the parlance that the government should rectify its administration behavior from the offside and the absence in its financial practice. The second one is the recent argumentation on the public finance theory. Theoretically, in market economy market should be basially responsible for resource scheme, and the government should function just in those fields where market exert un-efficient or low-efficient operation. But the difficulty lies in how to determine these fields, and whether in these fields the government has flat high efficient effect.While acceptedly, private goods and public goods are respectively provided by market and government , there is large difference on the supply of quasi-public goods. Despite the fact that there is recognition that quasi-public goods are the fields on which market and government can together exert impact, but there is great debate on the degree and the scope to which government functions. Especially in our government's financial practice , there is larger argument on the provision of quasi-public goods. Tte paper ,adopting the methods of combining abstract analysis with specific survey ,standard study with case analysis,in several parts ,systematically discusses the theories and practical problem in our socialist market economy,and present some measures and suggestions to reform..Besides the preface, the paper includes two parts with five chapters. Part One provides the theory of quasi-public goods' supply and pricing, while part Two gives our practice and reform on quasi-public goods. The former is the theoretic base of the latter, and the latter is the theoretic result of the former.The first chapter classes the social goods according to their consumption character, which are private goods, public goods andquasi-public goods. The chapter gives analysis of quasi-public goods 'quality and their bound partition. In the meantime, it compares quasi-public goods with traditional infrastructhures and basic industries that are included in our research scope. In the chapter, three main characters of quasi-public goods are concluded in exterior character, part-exclusive character or part-competitive character and club-goods ' character.The second chapter analyses the best production systems which respectively suit private goods and quasi-public goods, and this analysis adopts a theory of bargaining cost. quasi-public goods is suitable for a production system that they should be produced by government and market together. That is to say, in terms of their respective responsibilities government and private enterprises provide quasi-public goods through market, and their operating costs should also be compensated by government and private enterprises separately in the light of the exterior degree and the magnitude of social benefit arising from the consumption of quasi-public goods.The third chapter analyses the theory and the method about making-price of quasi-public goods. Due to social benefit that quasi-public goods produce and the character that their prices are difficult to be fixed by thorough competitive market, it is necessary for government to take charge of the problem of price-making. The principle of government's price-making is to hold the production costs or assure a little profit. There are three methods of making price. To choose which method is decided by whether this method can guarantee the lowest provision and continuous reproduction with high efficiency can carry on.The fourth chapter sums up the history and the status quo that our country provides quasi-public goods, and furtherly deduces the problems thereinto.Ⅰ.The amount is not enough and the structure is unbalanceable.Ⅱ.There lies low-grade quality and the low production efficiency in mostquasi-public goods' supply .On the base of above analysis, the paper brings our the reasons for the problems.
