The Pluralistic Supply Of Quasi Public Goods

Public goods are the product of public demand and public interest,which are closely related to people's lives and plays an important role in promoting the development of society.On the current situation of China's supply of quasi public goods,there are still some problems,such as insufficient supply,significant regional differences,low efficiency and so on.Studies on diversified supply of public goods,which aimed mobilizing the power of different social organizations,playing their own advantages,increasing supply quantity,improving the quality of the products and the overall efficiency of quasi public goods supply,has important practical significance.The unique property of quasi public goods fundamentally determines the diversification of supply,including the diversification of supply subjects and the diversification of supply modes.With the advance of the government reforms,the change of the economic environment and the social structure,the social forces such as the private sector and the non-profit organization gradually take part in the process of provision or production.In the continuous exploration and running,the government,market and non-profit organization gradually formed a cooperative and competitive partnership,through mutual collaboration or mutual substitution,shared responsibility to complete the task of supply.At the same time,the character of public goods may change correspondingly as development of technology,organization evolution,improvement of public demand and institutional change,which makes the pluralistic supply possible.So we need to choose the supply mode dynamically,and redefine the role of government,market and non-profit organizations in providing public goods.This paper uses the method of literature analysis,case study,comparative analysis to put forward the general countermeasures of pluralistic supply of quasi-public goods.Based on the present supply situation of our country,with the theory support of public goods supply,public choice,polycentric governance,new public management,this paper explores the necessity and feasibility of pluralistic supply of quasi-public goods,and then compare the advantages and disadvantages of government,market and non-profit organization supply mode,concluding that only through pluralistic supply can achieve the equilibrium of public welfare and economical efficiency.Then this paper take library service as an example to put forward the countermeasures to diversified supply.This paper divides the types of library products with the help of the theory of public goods,and defines the research object of this paper is that all of the library services except for profit libraries.The paper makes a thorough study on diversified supply difficulties,including three kinds of "failure.of each mode,rigid cooperative model,the phenomenon of chaos in diversified supply and imperfect supporting mechanism.At last,the paper propose the general countermeasures,including clarifying the relationship and function space of the supply subjects,strengthening the government's leading role,and the construction of regulation.The government should play its role in protection,regulation and supervision through the formulation of laws and policies,the provision of resources,and the effective supervision to regulate the behavior of the providing subjects and process.In the diversified supply of quasi public goods,in order to coordinate all the main interests,maintain good relationship and ensure the diversification of supply smoothly,an associated mechanisms,such as competition,evaluation,pricing and democratic decision-making mechanism,is indispensable.Through the construction and improvement of the mechanism,the quasi public goods supply main body,the government and the society interact and dialogue fully,labor divide and cooperate rationally,coexist in harmony to ensure the effective supply of quasi public goods,and solve the contradiction of public welfare and economy,to solve the contradictions of public welfare and economical efficiency in the practice of supply.
