The lag-behind of retirement reform of PRC has generated negative impacts on its public pension system and the reform reality directs us to investigate the theoretical interrelation between retirement and public pension system. Also, some advanced countries around the world have been experiencing the same problems. Based on the analysis of economic base, social structure, historical and cultural condition, the paper attempts to build the theoretical foundations and thereafter probe into theoretical framework on retirement and public pension interaction. It's of vital importance in theory and practice to enrich the theory of social security and help to make a clear understanding of the retirement reform policy in China. Three key aspects brought out in the paper are as follows.First, the paper establishes the economic theory foundation of retirement and public pension integration. From the standpoint of inherent interaction of total labor supply and demand, retirement policy, public pension and economic growth, it is recognized that the institutional arrangement of retirement and public pension must stick to the principle that the allocation of labor resources should be helpful to spur economic growth. And from the point of intrinsic relationships between human capital, retirement, public pension and economic growth, the paper concludes that the institutional arrangement of retirement and public pension should realize the efficiency of allocation of human capital and ensure the optimization of institution incentive function.Second, the sociological theory cornerstone of retirement and public pension integration is presented from the perspective of social capital. The paper lays more emphasis on the inner linkages of social capital and economic development and probes into the sociological cornerstone of retirement and public pension. The longitudinal historical analysis of retirement and public pension integration shows that the integration process, which has been driven by social capital and other social, economic and political factors, determines the origin and evolvement of social security and locks the way where it will go. And it must be borne in mind that social capital structure, especially family structure divergence between the east and west, will play a great role in the institutional arrangement of retirement and public pension.Based on the cross-sectional integration analysis of social capital, retirement and public pension, the paper provides the theoretical framework including the correspondence of retirementage determination, flexible retirement arrangement, the role of other old-age protection and social capital. A conclusion is drawn accordingly that the institutional arrangement must be in consistency with the specific institutional features determined by the social structure, economic base, historical background and cultural condition.Third, the paper elaborates on the theoretical framework of retirement and public pension integration. The main theory aspects are as follows: (1) the interaction between legal retirement age and public pension, (2) retirement behavior and public pension theory, (3) early retirement and public pension theory, which comprises the presentation, motivation of early retirement and its negative effects on public pension, (4) theory on flexible retirement enforcement and public pension institution arrangement. The central features of theoretical analysis in this part are the exertion of institutional analysis and the combination of static and dynamic approaches, which are essential and conducive to seek after the integration mechanism and integration performance of retirement and public pension system from a wide perspective.The paper is organized in introduction and three chapters. Introduction outlines the topic, structure and methodology of the paper and presents theoretical and practical implications of the research.
