The consulting system of engineering supervision is carried out in order to meet the objective needs of socialist market economy , to meet the objective needs of opening door to the outside world and following the international practices in the field of construction, to meet the objective needs of scientific management of construction project. The consulting system of engineering supervision is an international practice and managerial system. With the implementation of reform and opening up policy, the system of engineering supervision in China is initiated in 1988. Since then , the interrestriction relationship is established among the employer, contractor and professional supervisor. Up to now, the managerial system including three parties concerned is recognized as the international practice and important principle of construction project and called "the key to capital fair use and material civilization."In the new managerial system, the department in charge is responsible for the mandatory management and supervision of construction unit, building section and construction control unit in the macro field. Otherwise, the lareral administration by entrustment is executed by construction unit, buildingsection and construction control unit in the micro field. The system of engineering supervision finds itself in an important position. The new managerial system will bring the great changes to engineering construction in China and promote the engineering construction according to the requirements.Due to the implementation of planning system, the consulting system of engineering supervision is carried out in a short time in China. For this reason, the managerial system in China is behind the times. With China's entry into WTO, more foreign companies will enter the Chinese consulting market and the competition is fiercer. It indicates that the market structure, service system and legal environment will change a great deal in a short time in the consulting industry of engineering construction.Basing on the rules and regulations of building service trade made by WTO and the present situations of consulting industry, China will make full preparations according to the strategic requirements. Taking advantage of the opportunities and challenges resulted from entry into WTO, China will research and formulate the policy of consulting industry and change the pressure into the motive force to improve the adaptability to the changing environment. In addition, considering the right industrial development strategy, China will hold the opportunities and face the challenges so as topromote the development of consuliting industry of supervision.
