The research bases on the fuzzy method, prior relation method and non-structural fuzzy decision theory, a fuzzy optimization method for multi-objective, multi-criterion and multi-level has been developed. This method is not only used to solve the problem for determining the qualitation factors, but also used to establish a huge fuzzy dynamic programming system.Considering the fuzziness of constrained condition boundary, a model for fuzzy optimum fund of city construction is established. According to the characteristics of city construction, the tolerance coefficient of the constrained condition boundary is determined with fuzzy optimization method. The essay is based on a true engineering project. From the selecting of influential factors, to compiling of available options, we can finally choose the best solution through evaluating various available options for deciding the location...
