| Poor quality of the capital and Branches' depression in less developed areas are two problems which affect and hold back national Commerce Banks' all-round reforms. The quality problem of capital is likely to be solved through policy opportunities, but in order to solve the branches' depression, national Commerce Banks must depend on themselves.
