The interest groups are flourishing and various in the United States. They have played an important role in American politics, there is not any other country's interest groups that can play such an important role as American ones. The interest groups are not only ones of the important players which actively participate in American democratic check and balance system, but also ones of the important domestic factors which can not be ignored in American foreign policy making. They pervade everywhere in America and make important effects on governmental domestic and diplomatic policy. The military-industry-complex is one of special interest groups in America. Although our scholars have made a deep, systematic and extensive study of American interest groups so far, the research on American military-industry-complex is still inadequate due to various conditions. So we should make further and deep study of its origin, evolution and role in American politics and foreign affairs. Among limited materials about American military-industry-complex, I only find two articles about this subject, one was written by Yang Ming Jie, a professor from Chinese Institute of Contemporary International Relations, the other was written by Jiang Ling Fei, a professor from National Defense University of PLA. They studied American military-industry-complex from the angle of the U.S national security strategy and NMD respectively. Except these, other relevant discussions dispersed all kinds of books and articles. But any monograph about this subject has not been published yet.Although in recent years we have strengthened the study of the impacts of American domestic factors on foreign policy making, there is still wide space to study further. Since the end of cold war, American interest groups increasingly raised their voices in the U.S making its policy toward China, Especially, the military-industry-complex 's activities and influence on American foreign policy making are strengthened increasingly. Its influence and effect is more apparent after George. W. Bush took office. Under the background in which the "blue team" and anti-China right wings have made more negative impacts on the U.S policy toward China, it is very helpful for us to probe into the relationship between the military-industry-complex and the U.S foreign policy making, to make further understanding of the U.S internal political mechanism so that we canreduce mistaken decision, send out signal correctly, expand our communication and contacting channel. As a result, it is no doubt that the research can provide a new point of view and corresponding counter-measures, and it's more helpful for us to deal with the U.S-China foreign policy. The international problem researchers in our country should make deeper and more meticulous study of the internal contact mechanism, motivation between the military-industry-complex and the American foreign policy. This article tries to make an innovation on the subject from two aspects. On the one hand, I study the history of American military-industry -complex clearly, on the other hand, I tries to make a deep exploration of the internal ties between the military-industry-complex and American foreign policy. The article includes three parts. The first part makes a retrospect and description of the history and reality of the military-industry-complex. The goal is to clarify the origin and background how the military-industry-complex affects the American foreign policy. The second part is the core of this article. It tries to explain how the military-industry-complex influences American foreign policy making through analyzing American political system background, and military-industry-complex influence manners and internal motivations. The third part tries to make its definite and exact orientation by evaluating the special interest group, the aim is to clarify the improper understanding and evaluation on the military-industry-complex.I make use of the viewpoints of Marxist historical materialism and dialectical materialism to study...
