At present, Fangkou Lead and Zinc Mine has already had many advantages in many sides such as mineral resource, technology, mining machine and market. Nevertheless, as an outcome of planned economy, it met problem of the high relative costs caused by low labor productivity, high fixed costs and high risks during the process of production .this problem restrains seriously self-improvement of this Mine. It is difficult to solve this problem by carrying out the reform of stock system, temporary worker system and contract worker system. In order to solve it thoroughly, it is required that using market behaviors instead of enterprise behaviors梑uilding dynamic alliance.According to the general theory of dynamic alliance and successful experience of dynamic alliance from home and abroad, this thesis aims to raise labor productivity, reduce the fixed costs; transfer risks caused by the process of production and thus reduce relative costs further. Therefore, through this example analysis to this Mine, I draw a conclusion that enterprises in our country must concentrate on the utilization of whole resources, self-improvement of core strength and management ideas of dynamic alliance in order to get a better advantage in fierce market competition.
