The world economy in the 21 century has two distinct characters: one is that it is growing globally, the other is that it is growing ecotypically.Urban has a increasing significance in regional and national economy and the urban competition is getting more and more drastic with the world economy growing globally. Constantly improving urban competence will play an essential role on the regional and the national economic development. But how to improve urban competence in the new century? The most important way regarded in this paper is to find out the changes of the environment of the world economy, to find out the main characters of the world economic development, and then to find out the principal factors those finally decide urban competence.The ecotypical character is a new and important change of the world economic development, which has brought a new "green competition" to the cities all over the world.So how to regard the relationship between the ecological environment and urban competence is one of the most important problem that every city government must face to and have to trying their best to resolve.In this paper, a principal component model is made up to analyse urban competence. On the base of the principal component analyse, the relationship between the ecological environment and urban competence, and how the ecological environment affects urban competence are discussed.
