Private Central And Western China External Trade Development Research

With China's reformation of foreign trade system, the non-government enterprise (NGE) has become one of the entities of foreign trade. However, there are still lots of problems in the field of NGE'S foreign trade, such as remarkable gaps between different regions. All these problems result from profound reasons.Contrasting with China, many other countries non-government enterprises are not only very important in the national economy, but also very active in the field of foreign trade. And more, they have formed their own characteristics and preponderances. To get this achievement, the governments of these countries have offered huge assistances to and provide fine environment for the NGE, which are very significant for China to get experience for reference. Besides, there are great disparity between the east China and the middle and west China in the field of foreign trade of NGE. The article shows that the east China possess substantial economic foundations for NGE's foreign trade, i.e. there have outstanding advantage in the whole economy and in the development of NGE. This difference of foundation, however, is not completely from the difference of factors between two parts of China. It rather origins from the difference of "external environment" which formed in a long time, i.e. the middle and west China's lag is mainly resulted from the plan-economy-system, the policy bias to the east China from 1978 and the weakness of its own "soft" environment.Under today's situation, it's necessary for the middle and west China to enlarge opening to the world and to give energetic support to its NGE. The tendency of NGE's development is internationalization and the tendency of Chinese foreign trade system reformation is to change for civil use. Therefore, the article holds that the middle and west China must devote major efforts to developing the foreign trade of its NGE. At the same time, the analyses show that the middle and west China has many specific advantages and favorable opportunities, so there are great potentialities for this area to enlarge the foreign trade of its NGE.During this process, however, there are still much of troubles that should be faced up to and much problems that should be solved. The middle and west China shouldquicken the step of reformation and keep on improving its environment. Only by this could this area push the development of the NGE and the NEC's foreign trade, and therefore achieve this area's whole rejuvenation.
