The author applies economic theory to give reasons for the situation.After describing the practical examples of the present reform, the author offers explanation and appraisal to them. The author points the great significance of the present property right change and illustrates the key role of government in the process. But there exist many problems for further modification. About deepening the reform, the author analyses some difficulties, mainly on worker's idea, trouble firms, government policy etc..For the further reform, the author emphasizes that the government should base the policy-making on characteristics of local economy.
