On The Role Of Government In The Reform Of State-owned Enterprises

State-owned Enterprise (SOE) is the important part of the socialist market economy of our country. The reform of SOE is the central link of restructuring the economy systems. Although it has gone through the reform course of more than 20 years, there are many problems still to be solved. Moreover, some of them become the baffling problems, such as the state-owned asset management system, the defining of property rights, the clearing of the relation between government and enterprise, the problem that the enterprise does things done by society, the high liability rate of SOE etc. Based on the relevant theory of institution economics, this paper mainly adopts the method of empirical analysis and comparative analysis to analyze these difficult problems. From the view of historical and realistic conditions of our country, the government also plays the dominant function in the relation between government and enterprise, especially in the relation of government and SOE. Just because of this, someone thinks the market economy of our country is a kind of government-leading economy at present to a great extent. These factors have shown that under the existing economic conditions, whether the reform of SOE is successful or not lies in correctly handling the relation of market, enterprise and government. Make clear the general function that government undertakes under market economic conditions, soundly cope with the relation of government and enterprise, then bring the government into full play in the reform of SOE.In the analysis of this paper, the function of government in the reform of SOE has the study of the correlation and the theoretical analysis of market enterprise and government as its prerequisite. At the same time introduce the experiences of some countries handling the relation of government and enterprise, we can learn references from them. By reviewing the history course of SOE's reform, deeply analyze the promotion and constraint function of government, elaborate how the government affect the reform of SOE. At last, some suggestions are put forward in order to cope with the function of the government in the reform of SOE, as following: change the function of government, well deal with the relation of government and enterprise; rebuild the state-owned asset management system, realize the appropriate departure ofgovernment and enterprise; realize the diversity of investment bodies, better SOE's structure of property rights; deepen the reform of SOE's high-level personnel system; perfect the system of social security, make good measures for SOE's reform., promote the healthy development of SOE.
