Research On The Functional Transformation Of Y County Government In State-Owned Enterprise Reform

As an important material and political foundation of Socialism with Chinese characteristics,the pace of reform and development of state-owned enterprises has never stopped,especially since the 18th National Congress of the Communist Party of China,state-owned assets and state-owned enterprises have undergone fundamental and significant changes in many fields.However,with the deepening and development of reform and opening up,the difficulty of reform is increasing,especially for the local state-owned enterprises,which account for the vast majority of the state-owned enterprises in the country,have limited scale and energy level,have low competition level and can not improve their return on capital,but can maintain good communication with local governments.They need to know how to achieve the reform and development goals as soon as possible.For local governments,it plays a key role in the reform stage of this type of enterprises.It can play a leading and promoting role at the same time,and create good basic conditions for local state-owned enterprises to achieve the reform and development goals on the basis of effective functional transformation.Therefore,on the basis of domestic and foreign research conclusions related to the reform of state-owned enterprises and the transformation of government functions,this paper comprehensively grasps the reform of state-owned enterprises in Y county since the 18 th National Congress of the Communist Party of China through on-the-spot investigation,and then takes the functions and main practices of Y county government in the reform of state-owned enterprises as the research object.By using the theory of socialist market economy and meta-governance,this paper analyzes the problems existing in the exertion of government functions in the process of reform,such as inadequate macro-control of the reform of state-owned state-owned enterprises,intervention in the independent management of state-owned enterprises,inadequate supervision of state-owned capital and state-owned enterprises,and limited compensation for public services.Combined with the actual problems,the corresponding development plan is put forward:change to the regulator of the overall situation,improve the working mechanism of state-owned enterprise reform,and improve the supply of state-owned enterprise reform policies;Change to the promoter of market-oriented operation,strengthen the dominant position of state-owned enterprises in the market,comprehensively promote the marketization of employment,and improve the market-oriented salary distribution mechanism;Change to a supervisor who mainly manages capital,optimize supervision methods,standardize corporate governance,strengthen inner-party supervision and strengthen external supervision;Change to a public service guarantor,establish and improve a fair,just and open competition mechanism in the public service market,ensure that the public service expenditure system of enterprises can meet the requirements of stability,transparency,openness and rationality,and contribute to promoting the high-quality development of local economy on the basis of state-owned enterprises’ own guiding effectiveness.
