This thesis is a monograph about the issue that leaders and cadres should look on and make use of power correctly. The thesis is intended for instructing the great cause of establishment of socialism with Chinese characteristic and well-being society in all-around. At last the thesisdiscusses the safeguard of the right use of power--establishment of professionalmorality of the leaders and cadres.
