Play an effective local government’s public service function is of far-reachingsignificance to economic construction and social development of the area. Since thereform and opening has established the development strategy of "taking economicconstruction as the center", the construction of the public service function of thegovernment has been at the edge of the functions of government construction, can notadapt to the pace of social development in the new period in time.
