After the reform for the operation of the credit cards in system and mechanism and the innovation for series of banking cards, Bank of China has recommended the credit cards in accordance with the international specifications and standards. The construction on the banking cards system of Bank of China includes two respects, one is to build comprehensive business applications platform on the banking cards by centralized management which caters for the international standards; second is the overall reformation and innovation for the banking card business operation system.Ⅰ. Building of the banking card systemFrom the concrete procedures, there are two for the reformation of the corporation company. The first is to select the divisional organization with the functions of independent accountability and management, the second is to implement the reformation for the bank card business Units along with the reorganization to list or corporate reform of the parent bank.As a whole, the corporate reorganization on the banking card business of our bank contains three stages. Stage Ⅰ , suggest to implement reform on personnel employee mechanism; Stage Ⅱ, make the corporate reform scheme of the bank approval by the supervision and management section, While exploring the divisional organization of the parent bank; Stage Ⅲ , complete the registration in Administration of Commerce and Industry after the approval of the scheme.Ⅱ IT construction for the new systemThe new banking card business operational platform (system) of Bank of China is mainly made up of four application layers: namely, core application layer, supporting system layer, application system of Bank of China and external application system layer. For the IT construction of the new system on the banking cards, three keystones has been emphasized, on the one hand, pay attention to the construction of the framework to form the decentralized-matrix organizational management frame. On the other hand, under the precondition of affirming the overall objective, draw up the subentry goals and ascertain the keys of the realization of the goals reasonably and effectively. And then allocate the bank resources and human resources logically and potently.Ⅲ Building of personal system in new systemIn order to organize and implement the reform of the personal system effectively, establishing the temporary organization first and then carrying out the subentry plans of the reform of the personal system according to the overall objective of the system are necessary. The reform of the personal system includes four stages, that is to say, the first is to design the organizational frame of the central banking cards; the second is to further perfect the reform scheme of personal system; the third is to publicize, motivate and investigate the scheme, and the final is to implement the personnel system reform.Ⅳ Issues in project managementThe organizational frame of the project is a easygoing management in the bank, which directly affects the construction of the project; confronting with the incident outbreak, there are no emergency provisions; the director's capability of the management and coordination remains to be improved; the whole resources of the bank need to be regulated and controlled and cooperated; The reorganization of the banking card system is a systematical work to be reformed in mechanism, management etc.
