Supply Of Our System Of Government Research

With the global development of the New Public Management, the researchers domestic and abroad don't be satisfied with the general theory of the public management, but make a deep and attentive inquiry into different part of the public management from different field and angle. The process of the institutional supply by government is analyzed by drawing the results from the new institutional economics and using comprehensive methods of the institution, system, contrast and so on.As the factor of the institution play an important role on the change of the public administration, the quality and function of the public management institution rely on the level of its supplier, the process and the principle of its supply. Though studying these parts, this book will help promote the ability and improve the means of the institutional supply of the government so as to increase the institutional efficiency of public management.This paper is divided into six parts.In the first part, the theory background and importance of the institutional supply of government are firstly introduced.The second part seeks to study the position and function of the government as the major institution supplier in the public management. Such following problems are focused on: the function of the institution and the institutional supply in the public management; the role of the government as the major institution supplier in the public management; the failure and the reason of the government as the major institution supplier in the public management. We should improve the process of the institutional supply so as to overcome the failure.The third part analyzes the process of the institutional supply in the public management. Though using the theory of the institutional change and the behavioral method, a framework of the institutional supply is provided. The process is divided into five stages. In the first stage it begins from unbalance state of the institution to the appearance of the institutionaldemand; in the second stage the institutional demand undergoes institutional and anti-institutional channel and arrives at the institutional supplier (in general the government); In the third stage the mental supply is transferred into the real supply after certain stagnancy, then an elementary innovation of the institution is finished; In the forth stage some effects and setbacks of the institution products are imposed on the government on trial. Through refreshing and improving the institution by the government, a perfect process of the institution supply is realized; In the fifth stage a balance of institution is realized.The forth part includes comparative analysis of the institution supply of China and foreign country. The paper sums up the experience of domestic and foreign institution supply of the government, and analyzes its problems. We think we should draw the fruits from the western country and overcome its shortcomings.The fifth part put forward my suggestion on how to improve the institution supply of our country. The principle and the ways of the government when supplying the institution in the public management are revealed.In the final part, the conclusion is got that the present the institution supply system need be forward improved. The institution innovation is the key to all the problems.
