The paper begins with the traditional theories of multinational business and concentrates on the effective allocation of human resource in multinational corporations. Firstly, this paper analyzes the motives for multinational business from the view of human resource and develops the content of ownership, internalization and location which are the three important factors for multinational business. Then, under the framework of related theories, this paper analyzes the motives of human resource allocation in FDI to China and their chance to be effective when combining with the realities in China. Thirdly, the paper goes on to talk with Chinese enterprises' using them for reference to make self-development. Finally, the paper draws the following three conclusions. The first one is that ownership, internalization and location of human resource become more and more important to multinational business. The second one is that the allocation of human resource has the trend of localization and that's the right reason why multinational business performs well in China. The last one is that Chinese enterprises can use these ideas and methods about allocation of human resource for reference.
